As Namibia’s mining sector accelerates its digital transformation—deploying private LTE networks, AI-powered ore sorters, and integrated planning platforms—a parallel and urgent challenge has emerged: cybersecurity. The same connectivity that enables real-time dispatch, predictive maintenance, and remote operations also creates vulnerabilities that threat actors are increasingly eager to exploit.

For a nation positioning itself as a global leader in uranium production and a gateway for SADC mineral exports, the security of mining-related digital infrastructure is not merely a technical concern—it is a matter of economic stability and national security.

The Escalating Threat Landscape

Mining in the Crosshairs

The metals and mining sector has become a prime target for cybercriminals, state-sponsored actors, and ransomware gangs. According to EY’s analysis of the industry’s cyber risks, the sector’s rapid adoption of automation, AI, IoT, and cloud technologies has significantly expanded its attack surface. The Mining and Metals Information Sharing Analysis Centre (MM-ISAC) tracked 11 cybersecurity incidents in 2023—twice as many as the previous year.

Globally, one in four detected cyber attacks targeted manufacturers in 2023, with the metals and mining sector deemed the most susceptible to attack. The natural resources industry has seen an “enormous increase in the number and sophistication of ransomware attacks”, with incidents targeting IT systems, operational technology (OT), and industrial control systems.

Africa and Namibia: Not Spared

Namibia has been explicitly named among African nations compromised by sophisticated cyber-espionage operations. According to Palo Alto Networks’ Unit 42, the so-called “Shadow Campaigns” have compromised government and critical infrastructure entities across multiple African nations, including Namibia, the DRC, Zambia, and Nigeria. Experts warn that additional countries across the continent may already be under espionage activity but have not yet been publicly confirmed.

The motivation for targeting Africa’s mining sector is clear: resources, logistics, and geopolitical leverage. As critical minerals like uranium, copper, and rare earths become strategically vital to global supply chains, the digital systems that control their extraction become attractive targets.

A concrete example emerged in January 2026, when Cobalt Mining Corp was listed as a victim of a ransomware attack, with threat actors exfiltrating geological surveys, drilling permits, and worker payroll data.

Why Mining Operations Are Vulnerable

IT/OT Convergence Creates New Risks

Modern mines are no longer collections of isolated machinery. They are integrated digital enterprises where Information Technology (IT)—corporate networks, email, financial systems—connects directly to Operational Technology (OT)—the systems that control crushers, conveyors, hoists, ventilation, and slurry pumps.

This convergence delivers efficiency but introduces critical vulnerabilities. As ABB’s mining cybersecurity experts note, “increased interconnectedness between OT and IT systems makes industrial plants more vulnerable to sophisticated cyberattacks”.   • Geopolitical significance: Critical minerals are strategic assets, making mining data valuable to state actors

The “Catastrophic Event” Warning

A 2019 study of Australia’s largest mining companies (including BHP, Rio Tinto, and Anglo American) found that 98% of top-level executives believed a catastrophic event was required to drive an industry-wide cybersecurity response. As one analyst noted, “The reality is that this ‘catastrophic event’ has not yet occurred in the mining space, although it is getting nearer”.

Types of Threats Facing Namibia’s Mining Sector

Ransomware

Ransomware attacks lock critical systems and demand payment for restoration. The oil and gas, water, and mining sectors have seen an “enormous increase in the number and sophistication of ransomware attacks”. A Canadian copper company suffered a ransomware attack in 2023 that shuttered operations entirely.

“100% cybersecurity is not possible, as the threat landscape changes every day,” ABB notes. “Mining companies must collaborate with standards organizations and trusted technology leaders to be able to adapt rapidly in response”.

For Namibia, the opportunity is clear: by proactively addressing cybersecurity, the country can protect its critical infrastructure, maintain investor confidence, and ensure that its digital mine transformation delivers value—without becoming a target.

The question is not whether a cyber incident will occur, but when—and whether the industry will be prepared.
